Real insurance covers events that are random, independent, and uncorrelated. Yet many arrangements labeled “insurance” violate these foundations. In essence, they are either wealth subsidies or risk‑fueling incentives.

Consider unemployment benefits. The moment of layoff may be involuntary, but afterward, people do not simply take any job. They spend time comparing salaries and evaluating career prospects—a rational search process. In reality, job openings are everywhere; anyone willing to work can find something quickly. The duration of unemployment is thus a personal choice, not a random risk. So‑called “unemployment insurance” is actually a government tax on workers, transferred to those searching for jobs. The more generous the benefit, the lower the cost of remaining jobless, which prolongs unemployment spells. In this way, higher benefits can push up the unemployment rate, creating a classic “unemployment trap.”

Now look at old‑age pensions. Aging is certain; everyone ages. There is no probability of “risk.” Most public pension systems are not individual savings accounts but pay‑as‑you‑go intergenerational transfers: today’s workers pay, and today’s retirees receive. The U.S. Social Security system operates exactly this way. Such schemes depend heavily on a continuously growing workforce. Once the growth of young contributors slows, funding strains appear. With life expectancy rising, birth rates falling, and healthcare and living costs climbing, this pass‑the‑parcel game is becoming unsustainable. It is not a viable commercial insurance product but a subsidy mechanism held hostage by demographics.

Even more subtle is when governments themselves underwrite extreme risks that private insurers refuse to touch, labeling it “insurance.” The U.S. Federal Emergency Management Agency’s flood insurance program is a prime example. It allows people to build houses directly on storm‑prone shorelines and charges premiums far below the true risk level. Journalist John Stossel recounted his own story: in 1980, he built a four‑bedroom home right at the edge of the Atlantic. His father warned it was too dangerous, but the designer said, don’t worry—if the sea destroys it, the government will rebuild it with taxpayers’ money. Such cheap “insurance” doesn’t reduce damage; it encourages more construction in harm’s way, turning public funds into a safety net for gamblers.

A similar logic creeps into finance. When regulators imply that failing institutions will be bailed out, some banks take excessive risks, eventually igniting systemic crises. This, too, is a perverse incentive dressed as protection.

Once you grasp this principle, you can see through the packaging. You will recognize which schemes are genuine risk‑pooling and which are merely subsidies or implicit rewards for reckless behavior.

再看养老保险。衰老是确定的,每个人都必然经历,根本不存在风险概率。多数公共养老金体系并非个人账户储蓄,而是现收现付的代际转移:正在工作的年轻人缴费,直接发给当下的退休老人。美国的社会安全基金正是如此。这类模式极度依赖不断涌入的新增劳动力,一旦年轻人口增长放缓,资金链便会紧张。而现实是,人均寿命不断延长,生育意愿逐年走低,生活与医疗成本又持续攀升,使得这套击鼓传花的游戏难以为继。它不是可持续的商业保险,只是受人口结构左右的补贴机制。

更为隐蔽的,是政府直接承保那些商业保险公司都不敢触碰的高风险,并称之为“保险”。典型如美国联邦紧急事务管理署推出的洪灾保险计划,允许人们在极易被风暴摧毁的海岸线上建房,还收取远低于实际风险水平的保费。知名记者约翰·司托索就讲述过亲身经历:1980年,他在大西洋边缘盖了一栋四面观海的别墅。父亲警告这太危险,设计师却怂恿说,房子若被海浪卷走,政府会用纳税人的钱替你重建。这种廉价的“保险”不但没有降低损失,反而鼓励更多的人把房屋建在灾害路径上,把公共财政变成了冒险者的安全网。

类似逻辑也渗透到金融系统。当监管默示“出事有兜底”,部分银行便会为追逐高利润而过度放贷,最终酝酿系统性危机。这同样是披着安全外衣的逆向激励。
